Officials Identify Man Shot, Killed By Cops In Orlando

ORLANDO, Fla. -- Police shot and killed a man near several downtown Orlando nightclubs early Wednesday after he backed his car into a group of people before trying to flee. Officers identified the man as 23-year-old Vales Delices Jr.
Orlando police investigators are working to determine exactly how the officer-involved shooting played out just before 3:00am as hundreds of downtown Orlando revelers exited clubs at the end of the night.
According to witnesses and investigators, Delices was parked on Church Street near Orange Avenue, directly in front of the Antigua

bar. He tried backing out, but hit a car and then nearly struck several people.
"The cop told him to get out of the car. Then he rammed into the club and he was stuck. He tried to get out and finally got out of that then drove across the street into the police and the people. By god's miracle, it didn't hit anyone because there was about 150 people there. I can't believe he didn't kill anyone," said one eyewitness.
The streets and sidewalks were crowded with club-goers celebrating Cinco de Mayo. Investigators say that a couple of people were injured when they were bumped by the car.
Witnesses near the incident told Eyewitness News a police officer nearby told Delices to stop, but he did not listen and kept driving, eventually crashing his vehicle for a second time south of Orange Avenue on Church Street in front of the South Trust building. Moments later, shots rang out.
"This guy backed up into this car, I think an Impala, hit him and all of the sudden he tried to get away," one eyewitness said.
"What did he do when he came over to the car?" Channel 9 reporter Mark Boyle asked.
"Well, they shot him, that's all," the eyewitness said, adding that he heard at least three gunshots.
Delices was taken to Orlando Regional Medical Center where he was pronounced dead. Eyewitness News has learned that at least two people on the street were injured, one was taken to a hospital and both are expected to recover.
"I think the police probably saved some lives. He was driving down a sidewalk that had 10's or 100's of people on it," said Antigua manager Dick Farrow.
"The driver [and] the vehicle were a threat to the officers in some manor, a deadly threat or serious bodily injury to themselves or others and obviously they engaged that driver," said Orlando Police Department Spokesperson Sgt. Barb Jones.
The Florida Department of Law Enforcement is investigating the shooting. Orlando Police Chief Val Demmings showed up on the scene just before 5:00am Wednesday morning, as well.
"A lot of people, a lot of action in the short period of time, and we're going to have to go through all of that from the very bottom until the ultimate end," said Sgt. Jones.
Three officers involved in the shooting are on administrative leave while FDLE investigates.
Delices' criminal history dates back to 1998, including burglary and drug charges. His most recent arrest was by the Orlando Police Department on March 15 for misdemeanor Marijuana Possession and Driving with a suspended license.
